Five title types dominate the Lagos premium market, and they are not equal.
A Certificate of Occupancy is the strongest single document: a direct grant from the state. Governor’s Consent evidences a validly perfected transfer of an existing title and, properly perfected, is equally bankable. A Deed of Assignment without perfection records a transaction but has not completed the government process; it requires verification of the chain behind it.
Agreements of Sale and unperfected subleases sit at the bottom: they are contracts, not title. Money moves against them every week in Lagos, and that is where most disputes begin.
